Nowadays, the conflict between rapidly growing business volume, increasingly heavy task and insufficient human resource has become the bottleneck for the development of Kunming Customs. At present. Kunming customs has put nearly80%of all its personnel in subordinate customs, and it is unrealistic and impossible to expand the size of staff in the near future. Human resource shortage has long been a difficult issue confronting Kunming Customs.Among all resources of local-level customs, human resource is the most vital one as the main force driving the development of Kunming Customs. How to configurate and optimize present human resource in a scientific way and how to improve management and organizational performance play a key role in solving the problem. With the implementation of the systematic"3Adjustments"(adjustment of organizations, of duties and of personnel) in Customs nationwide, it is important to optimize local-level human resource configuration, to enhance efficiency of using the staff and to provide organizational guarantee for the construction of Integrated Control System and a modernized new border Customs, which will play a significant role in the overall development of Kunming Customs.This paper, based on a comprehensive and indepth analysis of the status quo of Kunming Customs human resources at local level through questionnaires, qualitative and quantitative analysis and considerable amount of research, identifies major problems in the allocation of human resources, aiming at providing intellectual support to human resource management for Kunming Customs. In light of the fact that human resource allocation is an integrated project, this paper, following an empirical study of Kunming Customs human resource configuration at local level by taking into account the actual situation of Yunnan Province, put forward supporting measures from several aspects to improve the local-level human resource allocation of Kunming Customs, including the establishment of classification, quantification mechanism of human resource allocation for Kunming Customs district, innovation of management system and enhancement of capacity building to cultivate talents to optimize local-level allocation of human resource in a multi-dimensional way.
