With the continuous advancement of urbanization,rural labor force(commonly known as "migrant workers")has gradually become an indispensable human resource in the labor market.However,the phenomenon of low cultural quality and low level of professional skills commonly exists among migrant workers,which makes migrant workers unable to meet the needs of social and economic development.The employment of migrant workers has gradually become a social problem that cannot be ignored and must be solved.Against this background,government training has become the key to solve the employment problem of migrant workers.Based on the dynamic monitoring data of the floating population in 2013 and the Chinese Household Income Project Survey(CHIP)data in 2007,after correcting the sample selection bias caused by employment type selection,this paper firstly uses the propensity score matching(PSM)method to empirically analyze the impact of government training on the long-term contract acquisition of migrant workers,and then,it further analyzes the impact long-term contract signing of migrant workers on on-the-job training and on-the-job training time.The results show that,firstly,after controlling the basic characteristics of individuals,occupational types,industry types,company types and other factors,government training can significantly promote the signing of long-term contracts for migrant workers.The probability of signing long-term contracts for migrant workers participating in government training is 0.099 higher than that for migrant workers not participating in government training.Secondly,the probability of on-the-job training is 0.041 higher and the duration of on-the-job training is 2 days longer.Signing a long-term contract has a significant positive impact on on-the-job training and training time.Above all,the government training not only promotes the human capital of migrant workers,but also promotes the formation of long-term employment relationship between enterprises and migrant workers.Besides,it makes enterprises carry out on-the-job training for migrant workers,so it indirectly promotes the accumulation of human capital of migrant workers.According to the results of the empirical analysis,this paper puts forward the following suggestions from the perspective of the government,migrant workers and enterprises.From the perspective of the government,firstly,the relevant government departments should improve the employment service system and provide sustained and effective forms of government training.Secondly the government should strengthen the supervision of outsourced training institutions and avoid the occurrence of "rent-seeking" phenomenon in training institutions,in order to actually improve training quality and training efficiency and achieve the desired training effect.Thirdly,the government should try to make the training content meets social needs,so that migrant workers can truly use the training skills in work and improve the quality of employment.From the perspective of migrant workers,firstly,migrant workers should cultivate learning awareness,establish the concept of life-long learning and actively participate in vocational training,in order to keep up with the pace of the times in skills and thinking.Secondly,migrant workers in vocational training should carefully select training content,try their best to choose high-quality training and make their training strongly match their work,so that the training content can play a role in promoting the employment and improving the quality of employment of migrant workers.From the perspective of enterprises,firstly,enterprises should actively assume social responsibility,provide more on-the-job training opportunities for migrant workers as much as possible,and play a more active role in solving migrant workers' employment problems.Secondly,enterprises should establish a complete and reasonable training system to constantly promote the upgrading of human capital and improve employees' employment ability.The innovation of this paper is that the interaction between training and employment is studied and analyzed,which is relatively less studied in the existing literature.Besides,in the empirical part,the long-term contract acquisition is used as the link,and the government training and enterprise on-the-job training are linked to analyze the impact of government training on human capital promotion.The research ideas are mutually accepted and more coherent.The empirical part of this paper is still insufficient,because the existing data is limited,and the impact of government training on employment may be delayed in reality,so the results may be biased.
