The Xinjiang Production and Construction Corps is known as the corps andBingtuan,which was established in1954,it has taken the important mission ofagricultural production and border trooping that centralgovernment gives.With thequick development of our modern economic society, Bingtuan faces the newdeveloping period too. In the context of Bingtuan personnel systems will continue toimprove, how to establish the effective incentive system is still one of the focal pointsand difficulties in personnel management of Bingtuan. Personnel incentives is animportant research subject in Public sector management of human resources,and alsoan important measures in personnel management, The effective incentive system canbring the impact of achieving maximum results with little effort for goverment andsociety. In new developing period, Bingtuan needs more effective government officesto supply the high sevices for the people of different nationalities. While, the requestfor the high effective government offices finally back to the request for thegovernment staffs of Bingtuan. In order to build a stable talent team,we must adhereto and improve the incentive system,take the effective incentive measures.In this paper,we mainly study the problem of the incentive in thegovernment staffs of Bingtuan, after the capsule description of the theoretical frameabout the motivation of civil servants, primarily use fieldwork and individual casesinterview methods, combin with the theoretical achievements about human resourcemanagement of Bingtuan and the motivation of civil servants, study in depth thepresent situation and problems about the incentive mechanism of Bingtuangovernment staffs, finally make targeted recommendations and solutions.
