As an important execution organ of penalty in our country,prison is closely related to the construction of legal system and the development of civilization.The working attitude,working method and work performance of the prison police are related to the improvement of criminals and their personal cognition after their release from prison.The choice of social life style,etc.Therefore,it is of great significance for the development of prison police and the long-term development of prison criminals to construct an effective incentive mechanism for prison police and to improve the enthusiasm and efficiency of prison police work,which is of great significance to the harmony and stability of our society.However,in our country's prison police incentive,according to the traditional management mode of government administration,pay attention to the performance appraisal for a long time.Based on the incentive of salary,but ignoring the introduction of multiple incentive methods,the incentive method does not conform to the actual demand of the police.Based on the importance of the incentive of prison police and the practical problems existing in the incentive,this paper takes X regiment in Xinjiang as an example to study the incentive mechanism of its prison police.Through the analysis of the current situation and problems of the prison police incentive,the paper puts forward the improvement measures of the incentive mechanism,in order to realize the purpose of studying and guiding the improvement of the police incentive status quo of X prison in Xinjiang Bingtuan prison.At the same time,it provides a certain plan for the reform of the similar prison police incentive,showing the significance of research and practice.In the study,questionnaire survey,case analysis and system analysis are mainly used,according to the theoretical guidance of practical ideas,the main conclusions are as follows:(1)In the encouragement of X prison police in Xinjiang Bingtuan,according to the regulations of the Civil servants Law of the people's Republic of China,the people's Police Law of the people's Republic of China and the Prison Law of the people's Republic of China,incentive strategies have been set up,mainly for the purpose of examination and encouragement.Promotion incentive,incentive incentive,training incentive and salary and welfare insurance system incentive are the main contents.(2)Through the questionnaire survey,it is found that the overall satisfaction of Xinjiang Bingtuan prison police for the current incentive mechanism is not high,especially the satisfaction degree of job promotion incentive and training incentive is not high,and it is believed that there is insufficient fairness in the incentive.The leaders pay less attention to the problems,such as the lack of procedural norms and diversity,and so on.After further investigation of the incentive demand of the police,it is found that the police in X prison of Xinjiang Bingtuan have the greatest demand for job promotion and salary incentive,followed by the insurance guarantee incentive and examination incentive.To further explore the current situation of police incentive in X prison of Xingtuan,Xinjiang,and find out the reasons leading to the above problems,the key lies in The external macro environment is not perfect,the policies and regulations are insufficient,the internal ideology is insufficient,the ability of motivating personnel is insufficient and the cultural care is insufficient.(3)On the basis of its performance appraisal as the incentive,improve the assessment mechanism of X prison police in Xinjiang Bingtuan,introduce the balanced integral card on the financial level of the police,the level of the management object,In order to give full play to the fairness and objectivity of the assessment,and according to the results of balanced integral card,to construct a diversified incentive system,pay incentives,job promotion incentives,Training and development incentives and incentives for rewards and punishments are the main contents,and also according to the Xinjiang Bingtuan X prison residents The characteristics of the police,properly explore the effective introduction of spiritual motivation.(4)In order to ensure the implementation of the above incentive measures,we should renew the concept of the prison police incentive,optimize the incentive environment of the prison police,improve the ability and quality of the incentive managers,and foster the prison incentive culture at the same time.To make different levels of personnel aware of the importance of disciplinary management of prison police.
