Central Asia is an important region bordering for China, from the point of national security and social stability. this region is closely related with the security and stability of Xinjiang. Although China does not bordering with Uzbekistan, but the two sides began to have friendly exchanges since the traditional Silk Road time.With the improvement of China’s economic development and national status, more and more cooperation ia needed in the fight against terrorism and energy security. Economic and trade cooperation between China and Uzbekistan also becomes important. For China, it is important to have a in-depth study of its bilateral relations with Russia for ensuring the future security of energy supply.In this paper, I am trying to find the real reason for the waving policy of Uzbekistan to Russia.First using three levels from the perspective of international environment, national and individuals to analyze Uzbekistan’s policy towards Russia after the events in Andijan, and reached its diplomatic behavior’s root cause of regime security. After analysis of the overall development of Uzbekistan since its independence. and verify regime safety factors play an important role in its foreign policy-making process.This article is divided into two parts, introduction and body,.The introduction section describes the significance of topics and research status. The first chapter describes the events in Andijan and Uzbekistan’s shift policy to Russia, this chapter is divided into three sections, respectively, describes the event,Uzbekistan’s policy to Russia before the Andijan events and after the events. The second chapter focuses on analysis the change motivation,and comes to the conclusion to the system security. The third chapter analyzes the policy towards Russia since its independence,and test the regime security motivation.The final chapter is trying to have a conclusion.
