Our country is in the period of social transformation,various social contradictions of the period,such as expanding social gap between rich and poor,increasing division of interests,such as civil rights can not get effective guarantee.Citizens to make their own interests appeal to get implementation as well as the citizens' rights to get maintenance,inevitable requirement more participation in public policy making,this objectively requires for citizen participation in public policy making process to provide the corresponding channel.Progress and development of network technology to expand the citizen policy participation channel,citizen policy participation through this channel more and more influence on public policy formulation process.In citizen participation network policy,however,has injected new vitality to the democratic politics in our country at the same time,the network also to citizen policy participation also has brought inevitable negative issues.Public policy formulation process is a process of main body participation,interests if fail to reach an effective agreement between different interest subjects,have great differences,etc.,will make the effectiveness of the citizen participation network policy.Research solve citizen network participation in public policy issues,to improve the public network politics quality,promote the effectiveness of the citizen policy participation behavior,promote the construction of democratic politics in our country is of great significance.
