Food is the first necessity of the people. The human survival and development can not be separated from the food, Food safety is related to public health, people’s livelihood and social stability and harmony. However, the food industry itself has a long industrial chain, transitivity of the characteristics of food safety regulation is a very difficult duties. And along with the prosperity and development of science and technology with each passing day and the market economy, the uncertainty brought by the genetically modified, irradiated, and other high-tech applications in the food industry, as well as the globalization of the food industry trade deepening, food safety regulation, the difficulty the more higher and higher. Food safety regulation is not between several departments or a country’s internal affairs, cross-regional inter-governmental cooperation tends to be routine, so build an efficient cooperation in food safety regulatory body system is particularly important.This paper is a research point of view of China’s food safety regulatory agencies set the inter-agency relationships, and explore the problems in the existing institutional settings, to suit the remedy to make recommendations accordingly. The article main body is divided into two parts. The first part describes the legal basis for China’s food safety regulatory agencies set, solve the problem of the origin of the existing institutions, in order to find the root of the problem; followed the status quo set by regulatory agencies; again introduced the existing regulatory bodies in China the division of functions; Finally, a detailed understanding of existing institutions origin, status quo, the functions on the basis of analysis of existing problems, and laid the foundation for the later problem-solving. The second section first describes the situation of food safety regulation is the most mature, and based on China’s basic national conditions and summarizes the outstanding experience available forour reference; from the perspective of improving the existing problems, according to the root of the problem, draw the advanced experience of the United States, put forward opinions and suggestions for the reform of China’s food safety regulatory agencies.
