Till2005, the State Council issued Regulation of Letters and Visits.With the deepening of reform, the Chinese society in transition, a variety of contradiction and benefits conflict more and more serious. Using Letter and Visits to solve the problems encountered, which is one of the ways the inevitable choice of the citizens. Administrative powers related to all aspects of citizens’basic survival and life, in which the problem is more severe on the administrative letters and visits. Therefore, The Administrative Letters and Visits System is controversial. The high number of cases becomes the plight of the current Letters and Visits, at the same time exposed some problems. To achieve legalization of the Administrative Letters and Visits, we must be to rational exploration under the legal framework.This article draw on the advanced experience of the extraterritorial and make recommendations to improve the Letters and Visits Systems combing with the Regulation of Letters and Visits under the vision of administrative law. The article is divided into six sections:The first part describes the research background and significance, the domestic research, research contents, methods, and innovation. The second part clears up the concept, characteristics, basic principles and functions of the Administrative Letters and Visits. The focus of analysis for administrative reconsideration, administrative litigation and other related concepts and the relationship of the administrative letters and visits. The third part is to find the legal basis from the legal norms of the Constitutional and Administrative Law. The fourth part analyzes the extraterritorial legal system, and provides a reference. The fifth part is to describe two typical cases briefly, and sort out outstanding problem on present administrative letters and visits. The last part puts forward the strategy to each protruding problem of the letters and visits.
