In recent years, there are many reclamation construction projects in coastal areas. However, mostof reclamations have seriously damaged the ocean system. We should pay more attention to oceanenvironmental protection. People that live in coastal areas have constructed reclamations forthousands of years. After the reform and opening policy, China’s fast growing economy demandsmore and more land requirements, especially in coastal areas. Local governments take advantage ofreclamation projects to meet the land resource demand. Instead of natural coastal landscapes, moreand more industrial areas and commercial areas have constructed in reclamations. Natural coastalresources are one important kind of community properties which also have unique natural attributes.If we only chase the short-term economic benefits of reclamation, and ignore the ecological balanceof the ocean, ecological disasters will bring serious environmental damages. As a vital ecologicalresource, coastal beach is one kind of wetlands, which is called "the kidney of ocean". To constructmore reclamation projects means to decline area of the beach. We select reclamation as the researchobject of the thesis. At first we have to research the history and present situation of reclamation, andwe need to know the way the reclamation construct, too.By researching the ecological disasters secondly, we do try to find methods to protect oceanenvironment and to prevent ecological damages. After all, the most important point is the reason whypeople resolve land requirements by reclamation, not other ways. Because of inadequate legal system,economic benefits, weakness of environment awareness, Non-standardized reclamations make seriousthreats to life and property. Based on national conditions of coastal reclamations, an effective legalsystem and management specifications are needed immediately. To analysis current legal system, wecan find the deficiencies to make up it.To make perfections of legal system needs environmental impact assessment system, to makeclear the ownership of ocean area and so on, accreditation of the importance must be admitted whenwe try to make reclamations more rational and scientific. Taking the most effective managementtheory, ICZM, as a reference, we can get a better legal countermeasure which includes integratedcoastal zone management and other important legal systems,and it will be helpful when we construct reclamations rationally step by step in coastal area with a macroeconomic perspective. Finally wecould get the coordination development of society, economy and ecology in harmony.
