Study On The Perspective Of Ecological Civilization Regional Ocean Governance

This thesis was completed on the basis of learning from regional ocean theory andresearch.The object of this thesis is the regional ocean management mechanisms in theperspective of ecological civilization.It has been shown many inadequacies by comparingthe domestic and theory.This thesis uses some approaches,that is,literature analysisapproach and case studies approach,aiming to provide a theoretical basis for the regionalocean management mechanism.The thesis used a lot of methods to study,such as the method of combining theoreticalanalysis and applied research,the method of combining inductive and deductive and themethod of combining static analysis and dynamic analysis.It took the regional oceanmanagement practices and experiences in the United States,Australia and China to beencompared.By that,it proved that a regional ocean management mechanism of China’s lackof bottom-up marine management and coordination mechanism. People are able to handlethe decentralization of the benefits of the division，which can be drawn from theexperience of other countries.The regional ocean management mechanism which wants to be perfected needs thegovernment’s strong macro-control,the perfect of the legal system and so on. It obtainedthis by using a variety of methods of comparing analysis of regional ocean managementmechanisms in South Korea,China and European.In order to be perfected the regional ocean mechanism of ecological civilization,itneeds to work harder by improving the legal system,establishing of regulator which hasclear division of labor, mutual cooperation, mutual checks and balances, strengthening thegovernment’s macro-regulation and complementing timely and effective supervisorymeasures in the regional ocean management.
