Present Situation And Countermeasures Of Rural Democratic Development In Heilongjiang Province

In recent years, with the execution of the family contract system and the reform and opening up, the system of self-governance for villagers develops on a national scale, the communist party pays highly attention to construction of the rural democracy. The construction of the rural democracy in Heilongjiang province has achieved great effect in system and practice, there are also many innovative points. But, because of being absence in the rural economic strength、not well organized the laws and regulations about the development of the rural democracy、the hysteretic rural village culture、the traditional ideology and displacement of democratic ideas、farmers’lower cultural education level、the lack of legal knowledge and so on. These factors are hindering the development and progress of the rural democracy in Heilongjiang province. Therefore, From the theory of rural democracy, this article states the villagers’ self-governing system and rural democracy within the party as the main contents of the rural democratic political system, and the important significance of the development of rural democracy for the development of the rural economy, promoting the rural social stability and speeding up the socialist new rural construction pace. Through the democratic theory and development progress of the rural democracy, this paper points out the current situation of the rural democracy in Heilongjiang province and comes up with countermeasures for the problems existing in the present stage.Through the questionnaire survey and other ways to analyze the rural democratic construction situation in Heilongjiang province, This paper puts forward the rural democratic construction existing in the following questions in Heilongjiang province, regulating deficiency and unbalanced development of "the four democratic" system、farmers’ weak consciousness of democratic participation、the weak legal consciousness of peasants、the overall low level of democratic practice、democratic management and democratic decision making formal、the problems in relationship between "two committees" and so on. Aiming at those problems, this paper puts forward the following countermeasures:changing democratic concept, improving the democracy and legal quality of farmers; vigorously developing the rural economy、 advancing the degree of market economy、providing material guarantee for the rural grassroots democracy; perfecting and carrying out "four democratic" system, strengthening the article of self-governance for farmers formulated and implemented improving the relief system of the democratic rights for farmers; increasing investment funds on the rural education, improving their overall culture quality; advancing farmer’s ideological and political quality, expanding farmers’ effective political participation; strengthening the social management, coordinating the relations between" two committees", changing the the function of the government.Hoping that through the theoretical construction, it can be into practice, improving deficiency of rural democratic construction, driving the construction and development of rural democratic construction, promoting the scientific development of the economy and social harmony and stability in Heilongjiang province.
