In2006, China has completed the first15-year plan proposed by United Nations ahead of schedule, with the goal of eradicating extreme poverty in the new millennium, making impressive achievements in reducing poverty in China. However, an undeniable issue behind the huge results of the Chinese poverty reduction is the hidden factor of the large base of impoverished population. After focusing on solving the three agricultural problems, the impoverished population has been reduced greatly. Before2006, the Chinese government had hit the mark of the main points in reducing poverty, but when faced the even more complex social present situation along with the development of the economic and social changes, the actions of the Chinese government in setting poverty reduction policies have not always been to the point. When western countries are faced with these kinds of issues, especially in the United States, there is a set of relatively mature solution mechanisms. By introducing the way of how American NGO engaged in helping the poor, the intention of this thesis is to discover a suitable way to absorb the successful American experiences and implement them into the Chinese national condition to reduce poverty.After analysing the possibility of cooperation between the NGO and the government, especially the analysis of advantages related aspects, it has shown a favourable conditions for the benefits of building a NGO and government cooperation model. The process of actually implementing this relationship will produce a variety of problems, which will be further described and analysed in this thesis. In essence, this government-led cooperation with the NGO is a kind of social progress, compared to the previous method. It will lead to significant positive advancements, which will be shown in this thesis through analysis of the way previous methods as well as the potential positive effects of the new methods.This kind change, where the NGO will play an increasingly effective role, has one main purpose of making the impoverished population participate in poverty reduction is to change the target from poverty reduction into having the people help themselves to come out of poverty. This will fully mobilize the initiative and enthusiasm of the impoverished people, to bring a real long-term solution to the problem of community development. From a more direct aspect, this also solves issue with government poverty reduction plans in keeping the poor out of poverty. With respect to these areas, this thesis uses case studies as well as theoretical study of the views of the individual to provide a detailed analysis of the issues involved.Discussing the relative issues of the cooperation between Chinese government and NGO in poverty reduction, this thesis is composed of three major sections, namely introduction, main body and conclusion. The concrete structural frame is:the introduction is mainly to introduce the studies on the background and the significance to the thesis, as well as the research content and the method. The first part of the main section carries on the discussion to the NGO related concepts and characteristics, and the analysis on the advantages and the disadvantages of the Chinese government and NGO to participate in reducing poverty. The second part mainly focuses on the discussion about the realistic need of the government and the non-government cooperation pattern at the present situation. In the third part, it concentrates on discussing each kind of the hindrance in cooperation helping the poor as well as the differences in the knowledge. At the fourth part, it introduces the benefits from the successful experience of the United States NGO. Also the discussion of the Chinese government and the NGO cooperation in reducing poverty has been studied. The viewpoints which proposed personally have been studied by analyzing the individual cases and the theory.
