Study On Poverty Reduction Effect Of Relocation Of Poverty Alleviation

In the context of precision poverty alleviation,under the guidance of the national "opinions on the implementation of the pilot project on poverty alleviation and relocation in different areas ",Shaanxi officially started the project of poverty alleviation and relocation in southern Shaanxi in May 2011,and plans to relocate 2.4 million people living in areas with poor natural conditions to shallow hills or Sichuan roads for a period of ten years to completely change their production and living conditions in order to escape poverty.Nowadays,the large-scale poverty alleviation relocation in southern Shaanxi has come to an end.At this stage,it is of good theoretical and far-reaching practical significance to study the mechanism of poverty reduction,measure the effect of poverty reduction,summarize the experience of poverty alleviation and relocation,deepen the research level of poverty alleviation and relocation,and further broaden the thinking and provide theoretical guidance for the policy of poverty alleviation and relocation.On the basis of the existing research on poverty alleviation and relocation in different areas,this paper first combs the relevant research literature with two main lines: multi-dimensional poverty measurement and poverty reduction effect,and systematically expounds the research context of multi-dimensional poverty reduction effect of poverty alleviation and relocation on farmers.Finally,based on the previous theoretical analysis,this paper makes an empirical analysis on the poverty reduction effect of the relocation,using the survey data of the relocation farmers in southern Shaanxi,using the double boundary line model(A-F model)to measure the multi-dimensional poverty situation of the local farmers before and after the relocation,and establishes the measurement model to carry on the empirical test and puts forward the corresponding optimization suggestions.The study found that,on the whole,the policy of poverty alleviation and relocation can effectively block the link between farmers and the poor geographical capital of the relocated land,achieve spatial remodeling,increase the disposable income of farmers,improve the accessibility of health care,education and social entertainment activities,and improve the overall livelihood capital level of relocated farmers,enhance the sustainable livelihood ability of relocated farmers,have a significant impact on multidimensional poverty of farmers,and have a strong poverty reduction effect.But for different dimensions of poverty,the poverty reduction effect of poverty alleviation relocation in different areas is quite different.
