Government Responsibility Research On Public Crisis Management

From the ancient time to today ,we can find the footsteps of public crisis during the process of human development. These continuing happened public crisis made great loss on human lives, property, and brought great damage to social infrastructure, and even leaded to the instability of society .Government who as the public affair manager ,public service provider ,public policy maker and public rights administrator should manage public crisis , control it at the largest sense and lower its possible loss.From the practical situation of our own , China is now on a new era which economic transformation drives the social transformation. The social transformation are strengthened by the economic and political reform.. This kind of reformation is actually the reallocation of power and rights .and will activate the new conflicts among the owners .With the increasing paces of economic globalization, more and more crisis which is causes by economic and political reasons will happen, Such as the Asian economic crisis in 1997, terrorism attack at U.S.A on September11^th , global disease SARS in 2003,all these public crisis want the response from the perspective of both theory and practice.From this ,this article will study and discuss the common responsibility of government when facing the different kinds of public crisis from the perspective of government itself, as same as the macrocoscopic view of government responsibility facing public crisis during the three stages: before the public crisis ,during the public crisis and after the public crisis. At the same time ,this article will pay more attention on the natural disaster crisis management. On the basement of analysis and study on natural disaster crisis, this article will go to the conclusion on the responsibility of government when it acts as the one who leads to the crisis and amplificate the loss. Then, it goes to the resolutions strengthening the government's responsibility on public crisis management:.1.good learning and using the effective experience from outside ;2.building up and confirming the consciousness of administrating by the law ;3.setting and perfecting the legal system of public crisis management;4. setting and perfecting the management system of public crisis;5. setting and improving the performance judge system in public crisis management; 6.further improving the system of People's Representative Congress, encouraging the realization of government's role on public crisis management;7.strengthen the moral reconstruction of civil service;8.building high efficiency information system in the system of government and the information system between government and society;9.building and perfecting the government responsibility system on natural disaster crisis management.
