This article is based on the two theories of Government malfunction and multi-center. By comparing the advantages and disadvantages between government and non-governmental, when they involve in the management organizations to research, We can realize the cooperation of necessity between them.As the example of earthquake of Wenchuan, we can find many problems of cooperation between them. They are there aspects:Confidence is not resolved. Communication is delayed. The two organizations are not used to cooperate.After analyzing the reasons, we are researched many strategies. At the meantime time, we also deeply explore that how to build a long-term and effective cooperation method. There ere three aspects:Firstly, the legal basis for cooperation should been formulated.
