The Mechanism of selected graduates is a personnel selection system that means the organizational departments select excellent fresh university graduates to grass roots sectors in a planned way as a reserve candidate for the Party and the government cadres and a high-quality staff for the Party and government organs above the county level. It is an important personnel system of cadres. To select excellent fresh university graduates and postgraduates to grass roots sectors is a basic work and a source project for training and selecting outstanding young cadres, strengthening the Party’s leading bodies and reserving cadres. In the early days of China’s socialist construction, selected graduates have played a vanguard role. In the new historical period of socialist construction, the Party and the government pay more attention to the work of selected graduates. They play a more important role in building a socialist harmonious society and new rural construction.The history of selected graduates can be traced back to the sixties of last century. Since "Cultural Revolution", this project was interrupted due to historical reasons. After Smashing of the "Gang of Four ", to increase the intensity of training and selection of young cadres, the Party Central Committee re-started the selection throughout the country in the eighties of last century. After forty years of intermittent development and improvement, our Party committees at all levels from central to local have developed a complete set of system for Selecting, managing, training and using selected graduates. Their living and growing environment has been improved and optimized. But because of various systems and objective conditions, there are still a lot of problems and deficiencies in all aspects. In the transferring mechanism, we urgently need to conduct a study on a deeper level and to develop policies and measures to address these issues. Many domestic experts and scholars have carried out some related research and discussion on the system. On the current data, most is confined to the work reporting, communication and discussion at the macro level, there is a lack of in-depth study and discussion. The monographs on systems of selected graduates are less.This paper starts with the historical background, development, training goals and direction of development and so on, binding human resource management theory and the actual situation of selected graduates to explore ways to further improve the mechanisms of the training and employing of selected graduates, and make relevant policy recommendations.This thesis will take a direct interview, case studies, empirical research, literature research, interviews and case study analysis, to summarize and conclude the work of the training and employing of selected graduates over the years, to find some imperfections and incompatible aspects with the new history to make reasonable suggestions on the training of the current selected graduates. This paper focus on the research of the following:Firstly, make a study of the development process and the existing policy and domestic scholars’research. Secondly, make a discussion about its practical significance, theoretical basis and practical basis and principles and methods of human resource management public sector; make an in-depth study of the practical significance of selected graduate’s policy. Thirdly, take Heze for instance, make a Brief description of their current thinking, living and working conditions and their active role in the new national development and construction period.Finally, make a in-depth analysis of the problems in the training and use of selected graduates, and based on human resource management theory, put forward reasonable suggestions to solve these problems.With the work carried out in depth, the whole community pays close attention to the work of selected graduates, further enhance awareness and understanding but also made more requirements. Although this paper only covers one side of the issues, however, it lacks enough detailed, specific and targeted policy measures for the solution of problems. This regard has yet to be studied further.
