With the advancement of China’s service-oriented government building, the evaluation of government’s public service quality receives more and more attention by the governments, scholars and the society. As the tool of evaluation and improvement of government’s public service quality, the index system of government’s public service quality evaluation has become the hot spots in theory studies and the practice at home and abroad. At present, the research of construction of government’s public service quality evaluation system in China is in continuously explore and development stage. Evaluation content, method and standard options are to be improved, and on the "public satisfaction" as the foundation of research. This paper combs and reflects the existing researches and tries to construct quality of government’s public service index system which is expected to be public value-oriented,combined objectivity with subjectivity, involving government social management functions and systematic by means of experts investigation and mathematical statistics. Through the test and application of the evaluation index system, this paper analyzes the present situation of government’s public service in our country and puts forward some corresponding policy recommendations, for the hope of providing some references for the improvement of the quality of public services.This paper is divided into five chapters. The first chapter is introduction, it generalizes the problems, research purpose, significance, thoughts and methods. The second chapter reviews and summarizes the research status of the government’s public service quality evaluation system, and makes some related evaluation and enlightenment, which lays a foundation and points out the direction for the construction of the indicator system behind this paper. It tries to construct quality of government’s public service index system which is expected to be public value-oriented,combined objectivity with subjectivity, involving government social management functions and systematic by means of experts investigation and mathematical statistics. The third chapter discusses the specific construction process of the government public service quality evaluation index system, including core concept definition, the dimensions, the index selection, the index weight and comprehensive index. It includes cultural education, medical and health, employment and social security, public security, infrastructure, environment protection, and science and technology information, social management and37evaluation indexes, using the literature material, expert investigation, and mathematical statistics. The fourth chapter testes it, summarizes and analyzes the results. The test results show that at present the government’s public service quality overall level is low and unbalanced development, the government’s public service quality is affected by the economic situation, public policy, cultural customs, the population, resources, historical style, natural environment, civil society and the maturity, scientific research ability and other more kinds of factor. Moreover, this paper puts forward some corresponding public policy suggestions. The fifth chapter summarizes the shortcomings of the research, and puts forward the direction of improvement.
