| The 3rd Plenary Session of 18 th CPC Central Committee has discussed the basic public service several times,which requires the innovation of public service system,and emphasizes the equalization of basic public service,the establishment and improvement of social management system,to ensure the harmonious development of socialism society.Specifically,the urban basic public service mainly involves the government’s capability of providing high quality service to the public,including the following aspects: basic education,social security,basic healthcare,public health,public safety,basic housing,employment,income distribution,public transportation,environment protection,culture and sports.The current domestic researches on the index system of basic public services already have achieved a lot,but differed in the design of grading methods,as a result of each index system with different selecting indicators.Therefore,the emphasis of evaluation is also different.This paper is trying to build up an index system with qualitative and fuzzy quantitative analysis in a practical and scientific way,based on the existing researches,with the purpose of accurate qualitative analysis of basic public service level.This paper combined the definition of basic public service brought in 18 th CPC Central Committee and 12 th Five-Year Plan,and the advices from experts and scholars who research on basic public service,and eventually selected five basic public service indicators,namely: basic public education,basic social security and employment,basic medication and health,basic public safety and basic environment protection,on the basis of scientific,systematic,comparable and practical principles of index selection.It also categorized the indicators into input,capability and effect based on their impact on the public service.And then it explained every category and selected the indictors,based on the information and data from White Paper 2015 of Urban Public Service,and China Statistical Yearbook,and my research experiences on Public Service in Zhongshan city and Grass-root Society Governance in Pengzhou.Finally together with two rounds of Delphi expert scoring,through qualitative and quantitative analysis,the subjective weight method was adopted to determine the evaluation index and index weight,thus the evaluation index system of urban basic public services has been established.In the last,an empirical research of the evaluation index system was conducted based on the example of the urban basic public services in Zhongshan city,Guangdong province.The basic public service level in Zhongshan city has been evaluated and the suggestions have been put forward in terms of the exposed problems in the evaluation process.Therefore,the thoughts about the exposed shortcomings of the evaluation index system in application,and also relevant suggestions have been put forward. |
