Construction And Application Research On Index System Of Quality Of Social Life Based On Public Policy

As the level of economy in China gradually improving, the fundamental objective of economical development becomes people’s overall development. Research on quality of life of our residents has become objective need for social development and living standards improvement. Quality of social life reflects the residents’satisfaction of both protected and non-protected welfare. It is an important livelihood issues. As an integral part of the quality of life, quality of social life undoubtedly has important research significance. Seventies and eighties of the twentieth century, as quality of life research rising and rapidly developing, quality of social life which covers concepts such as social welfare, social cohesion, has become an important measurement area in the evaluation system of quality of life. The evaluation system of quality of social life has some theoretical and practical basis, but there is no systematical index system of quality of social life and there are no systematical policy recommendations on improving the level of quality of social life. Therefore, it has a greater theoretical and practical value to build a special index system of quality of social life and propose systematical policy recommendations.This paper is divided into three parts. In the first part, the article summarizes social welfare theory and empirical studies such as the greatest happiness theory of Bentham, Pigovian welfare economics, etc. And it summarizes the theoretical and empirical studies of social cohesion in Canada, Britain, New Zealand and Europe. Also, it reviews the research on social welfare and social cohesion. In the second part, the article firstly defines the core concept quality of social life, around which, it logically designs the framework for evaluation system of quality of social life which contains six parts such as security benefits, social mutual help and service inputs, etc. Also, according to eight principles, it selects appropriate indicators and establishes an evaluation index system of quality of social life. Secondly, the article determines the final index system through the expert validity analysis, data correlation analysis, factor analysis and other methods. Once more, through expert questionnaires, it determines the weights of the indicators and comprehensive evaluation index and establishes a complete index system of quality of social life. In the third part, firstly, it analyzes the function of index system of quality of social life; Secondly, it does trial testing of the level of quality of social life of our residents using data from2006to2008, which tests the scientificalness and feasibility of the system and gets the comprehensive and sub-area evaluation results of quality of social life; Once more, it analyzes the causes of the results and on which it proposes to improve the level of economic development in backward areas, perfect the social security system, raise the level of social solidarity, improve the level of development of welfare services and other methods to improve the level of quality of social life of our residents.
