The placement system of retired military officer is the fundamental measure toensure the resettlement of retired officer institutionalization, standardization andlegalization. Properly handling the issues of the resettlement of retired officer not onlymatches the objective requirements of China’s political, economic, and socialdevelopment, but also is the inevitable requirement to enhance China’s military power.Since the founding of the People’s Republic of China, China has successfully completedthe task of the resettlement for over four millions retired officers. Under the leadershipof the Party committees, at all levels of government and the army, the placement systemof retired officer has got further reformation, and played an important role in thereformation of the army’s modernization and in the social stability and harmony.However, with the constant improvement of China’s economic system and theprogresses of all kinds of jobs, the placement system of retired officer has becomeincreasingly unsuited to the development of China’s political, economic, cultural andother matters and is in urgent need of reformation and improvement. It is high time thata new placement system of retired officer should be established with Chinesecharacteristics in order to adapt to the long-term development of China’s socialistmarket economic system and the army.This article breaks the traditional idea that the placement of retired military officeronly means job resettlement. The contents of this article are the completed placementsystem of retired officer including employment, health care, pension, housing, educationetc. In this article, the author puts forward the reform idea of the placement system ofretired officer, advocating the establishment of the placement system of retired officerwith Chinese characteristics. In this kind of placement system, an independent career isgoverning, combined with planned distribution and officer professionalization.This paper is divided into five parts. The first part is the introduction. This partmainly discusses the background and significance of this topic, the related theories andthe research status at home and abroad, and describes the research methods and train,the key parts and innovation points. The second part conducts a systematic review of theissues of resettlement of retired officer since our arm has been founded. Theresettlement policies of the different periods are respectively introduced briefly. Thirdly,the running of the current placement system of retired military officer is analyzed withtwo aspects of achievements and problems. The main problems are as follows. Implementation of planned resettlement scheme by the Government has becomeincreasingly difficult. The operation of independent career placement system is notoptimal. The coverage of retirement placement system is too small. Based on this, thecauses of these problems are also deeply explored. In the fourth part, the paper firstlyanalyzes the placement system of retired officer of some typical nations abroad. On thebasis of the comparison and reference, the author further explores the path to improvethe placement system of retired military officer. The principles of reform includeplacement by law, safeguarding legitimate rights and interests of retired officer,combining the placement methods of planned distribution and independent career, andproceeding from the reality of China.Finally, the article from four aspects of the government, the army, the employer,and the retired military officers, respectively brings forward the measures and methodsof reformation for the current placement system of retired officer. The governmentshould accelerating the pace of the rule of law in the resettlement of retired officer,further perfect the placement system of planned distribution and gradually reduce itsplacement ratio, improve the placement system of independent career, explore andgradually apply the system of military officer professionalization, establish specializedagencies for the placement of retired officer, play more attention to the strength of thecivil institutions, and strengthen the work of the talent resources development of retiredofficer. At the same time, the army should continue to pay special attention to thepersonnel training for both military and civilian services, and strengthen the training forthose retired military officers. For the employers, they should accept the placementtasks actively, and do better in the conversion training of occupation for the retiredofficers. In the end, for the retired officers themselves, they should actively adjustpsychology to achieve smooth transformation of roles, study related laws andregulations carefully and establish some civil organizations in order to achieve mutualassistance.
