Study On The Difficulties Of Supervision Of The Power In The Large Department Organization And Solutions

Since the report of the Seventeenth Congress formally proposed to "increase theefforts of institutional organ integration, and explore ways to establish institutions oflarge sector with integrated functions", a large numbers of theoretical researchachievements of the large sector institutions have sprung up. But most researcherswere focusing on the necessity and feasibility of the reform, and some difficulties ofthe establishment, such as the problems about interior coordination and rightsupervision. Scholars have already investigated the issues related to right supervisionof large sector institutions. However, according to the relevant papers and books,researches are mostly staying in a level of merely describing the phenomenon that theright supervision is difficult, with few researches in the field of deeper analysis aboutthe reasons. Consequently, the author chooses "Research of difficulty and Strategiesof the Right Supervision in Large Sector Institutions" as thesis topic, to explore thedeep-seated reasons why it is knotty, and the targeted solving response.This paper first describes the background and research significance of this topic，discussed the related research situations in and out of China.And then，describes thecontent and research methods；On this basis，the author analysis the concept of twoelements——“Large departments organization” and “supervision of the power”，Moreover, it illustrates in detail the theoretical basis of question of the supervision ofthe power in the large department organization. Discussed the necessity that whyChina have to do this job. After that, the paper describes our efforts on take thesupervision of power in a large department organization, and also the achievement weobtained. Then, the author try to explore the difficulty we confront with, while takingthe supervision of power in the large department organization. Moreover, in order togain some insights on these questions, the author describes the practice in sometypical countries like Britain, France and Japan etc, which also prosecute largedepartment organization. And inference the inspirations they give us. In the end,combine with the reality, this paper analysis of the current environment of ourcountry, in order to solve the problems that the Chapter III gives，we finally proposedsome targeted and valued solutions. The last part of this paper is the epilogue, tryingto refine the important conclusion by research found from the highly of the full text,and pointing out the correct way which we should make an effort for the further research of this topic.
