In the wake of the knowledge economy, human resources become more and more the focus of the development of our country. Human resources management throws out great challenge concerning the mode of management of the public sector, especially of personnel work management in government. The transformation of the ideas, institutions and modes of human resources management in the public sector becomes an important part of the Reform.At present there exist still some shortages in this kind of management, so the necessary choice of our country is to establish the corresponding system and method of management under the guidance of the modern thought of human resources management.The basic level of quality supervision sector plays an important role in the whole economical and social development. It has three main functions, namely product quality management, the executive enforcement of technical quality supervision and the security supervision of special equipment. Following the development of society, the human resources management of the quality supervision section on the level of county takes effect more and more. So the researchs in the strengthening of the human resources management of the quality supervision on this level and in the relevant policies takes a great part in improving the efficiency of government management and in increasing the public interests.As a project it has important practical meaning. This article uses SWOT to analyse the immanent preconditions (SW, namely the analysis of advantages and disadvantages)and the external issues(OT,namely the analysis of chances and theats) in the human resources management of the bureau of quality supervision of county Y in Kunming City.The aim thereof is to avoid the disadvantageous factors, to distinguish out the advantageous ones and to promote the development of itself.
