Research On The Cultivation Of Non-power Influence Of Army Grass-roots Cadres

In new historical period, many new situation and new features occur in the workof lead troops and management. So, how to lead the troop which is a science and art isa pressing task before us. Implementing people-oriented and strengthening themanagement of democratization are the new development trends of army management.Non-power influence of the leading cadres plays more and more important part in themodern army management. This paper studies the cultivation problem of non-powerinfluence of army grass-roots cadres. Major work and its creativity are listed asfollows.First, on the basis of presenting the important role and the basis elements ofnon-power influence of army grass-roots cadres, the urgency of non-power influencecultivation of army grass-roots cadres is expounded. Second, existent problems andcauses of non-power influence of army grass-roots cadres are analyzed. Specially, thecauses of these problems not only include own factors of army grass-roots cadres, butalso include the external cultivation environment factors. Finally, according to theresult of problems and causes of non-power influence of army grass-roots cadres, interms of the design idea of multiple angles and multiple levels, a cultivation system ofnon-power influence of army grass-roots cadres is presented. It overcomes theshortage, which existed in the past study of constructing system from the angle ofemphasizing particularly on analyzing single problem. Meanwhile, it can providevaluable and operable method for strengthening the cultivation of non-powerinfluence of army grass-roots cadres. Thereinto, cultivation system includes fivekinds of level and type of specific measures. Namely, by continually standardizing theright use of power of the army grass-roots cadres, enhancing the self-cultivation ofofficial ethics, improving the self-quality of army grass-roots cadres, building goodrelations between officers and soldiers, and constructing the cultivation environmentand so on, the harmonious and orderly cultivation environment of non-powerinfluence may be provided for army grass-roots cadres.
