The inspection system is an innovative system which the Communist Party ofChina has established to strengthen the Party supervision, get strict with Partydiscipline and improve Party work style so as to adapt to the specific situation ofanticorruption, clean governance and Party building in the new period. Whileinspection work has achieved significant results and the inspection system has shownits growing effectiveness, it is however no denying that some difficulties andproblems still exist in Party inspection work. These affect the effectiveness of theinspection system. Strengthening theoretical research on the inspection system,judging and analyzing whether the inspection system is effective and putting forwardmeasures to improve the effectiveness of the inspection system is of great significancefor improving the inspection system and avoiding “institutional diminishing effects.”This thesis firstly adopts an “institutional analysis” perspective and applies therelevant institutional research theories of North Douglass, a representative of newinstitutional economics, to analyze the structure of the inspection system from the3dimensions of institutional environment, institutional arrangements and institutionalfunctions. Secondly, it examines the different understanding of institutionaleffectiveness in the theoretical circles and re-defines the concept of institutionaleffectiveness, i.e.“institutional effectiveness refers to the decree of fit or state of theprocess of institutional recognition and compliance with the expected effects”. Thethesis then analyzes factors which affect institutional effectiveness, including “thesystem itself, institutional environment and institutional stakeholders”, and appliesthe general principles of institutional effectiveness to specifically analyze theinspection system. It reaches the conclusion that “The inspection system is aneffective Party supervision system but still needs to improve its effectiveness”. It istherefore pointed out that a dialectic perspective needs to be adopted to view the issueof effectiveness of the inspection system. Finally, the thesis puts forward pathwayoptions for improving the inspection system and its effectives from the3aspects ofstrenghten and improve the inspection, creating a favorable inspection supervisionenvironment and strengthening the building of the inspection cadre force.
