Analysis Of The Reform And Optimization Of Market Supervision System At The Basic Level Under The Background Of Comprehensive Institutional Reform

The 19 th National Congress of the Communist Party of China proposed,deepening reform of Party and government institutions and the system of government administration.We will adopt a comprehensive approach to the setup of Party and government institutions,and ensure that powers are designated properly and functions and duties are defined clearly both for the institutions themselves and their internal bodies.Recently,the third Plenary Session of the 19 th CPC Central Committee adopted the "decision of the Central Committee of the Communist Party of China on deepening the reform of the party and state institutions".It is pointed out that the market supervision and law enforcement system should be perfected,the market supervision system should be perfected,the supervision system should be reformed,the supervision function is integrated,the supervision synergy is strengthened,and the joint force of the market supervision is formed;the reform of the administrative law enforcement system is deepened,the administrative penalty function and the law enforcement resources are arranged in a comprehensive way,and the relative collection is set up.The right to administrative punishment should be integrated and streamlined,so as to solve the problem of multiple heads and multiple layers of law enforcement.Pass through the several reforms,market supervision system still exists many problems: the adjustment mechanism is not ideal,local government institutions into a dynamic and does not move,more dynamic and more passive dilemma;transformation of government functions is not in place,the integration is not enough,failed to completely solve the problem of overlapping functions unnecessary,lack of functional adjustment system guarantee and performance conditions and means.Through the investigation on the reform of Foshan five market supervision system,combined with the characteristics of other areas of market regulation,combining qualitative and quantitative analysis,analyse the influence of the "T" mode of market supervision and the path to improve the effectiveness of market regulation.Through the further transformation of functions,straighten out the relationship,optimize the structure,improve efficiency,improve the administrative operation mechanism,improve administrative efficiency and reduce administrative costs.
