After the end of the Cold War, along with the globalization, regional integration, and deepening interdependence among countries, non-traditional security issues in the worldwide become more and more apparent and the non-traditional security issues in Northeast Asia have become increasingly prominent. Non-traditional security issues represented by finance, environment, energy, etc are threatening the state, society and people’s security in Northeast Asia. China and Japan as two important countries in international society and in Northeast Asia play a key role and bear the responsibility and obligation to maintain international and regional security and stability. Admittedly, there are many problems between China and Japan mainly on politics, military, economy, and cultural exchange, esp. on low political mutual trust, territorial disputes and historical issues, etc. However, both China and Japan face non-traditional security issues which are unavoidable and could only be resolved by joint cooperation. From the view of political sensitivity, Sino-Japanese non-traditional security cooperation should be regarded as cooperation in inferior political filed, on which the two countries share more common interest. Therefore, China and Japan are inclined to strengthen cooperation in this field. Meanwhile, because the traditional security and non-traditional security issues interact with each other and in the environment of globalization, regional integration and more and more interdependence among states, China and Japan’s cooperation in non-traditional security field will ensure the two countries’security in finance, energy, ecological environment, etc and will have spillover effects on traditional political and military security field. Taking non-traditional security cooperation as a breakthrough will provide some ideas for the two countries to break the strange relation which is somewhat "politics cold and economy hot", pave an avenue for the establishment of mutual trust. At the same time, making the most of China and Japan’s leading role will also promote the establishment of the cooperation mechanism in Northeast Asia area.
