Wenshang County Construction Of New Rural Communities

Promoting rural community development is an important way to carry out the scientific development outlook in all around, co-ordinate the development of city and countryside, and construct the new socialist countryside. In recent years, with the rapid development of rural economy and society, the continuous improvement of living standards of farmers, the establishment the basic system of village autonomy, favorable conditions is provided to promote the building of rural communities. However, the rural community building as a new job, in the process of advancing will inevitably encounter some problems and constraints, it needs to do a comprehensive, systematic analysis.In this paper, we make use of a new type of rural community development of Wenshang County for the study. According to applying literature, survey research and comprehensive analysis of the method, firstly,set out the general theory of community development in rural areas, including the content of rural communities, the theory of change in rural communities,the feature and function of ural communities.Secondly, research the status of the construction of rural communities in Wenshang County, analyze the main problems.Lastly, conclude new countermeasures and suggestions to promote the healthy development of rural communities. Main contents and conclusions are as follows: The first chapter elaborates primarily the purpose, significance, status quo analysis, the article’s structure, innovation and deficiencies.The second chapter sums up the definition of community and change based on the theory of community, puts forward the concept of new rural communities.That is, a Social life Community with farmers as mainly members, combines a variety of social and economic relations in small administrative villages or center villages.New rural community has the following four characteristics:a significant population changes in economic activity, growing mobility of community members, having an excellent community public services, more characterized by the residents live together and have the residents of autonomy, promoting economic development, the establishment interaction of community management system, providing various types of social security and to meet the cultural needs of community residents and other five functions.The thied chapter we went to Wenshang, Guocang, Yang Dian,Nanzhan and Yuanzhuang town to make an investigating. The contents of the investigating conclude mainly rural economic development, organizations’building and democratic self-organization, public service system in rural areas, rural sanitation and the construction of culture and education in five areas. And we summarized and analyzed the findings. The results showed that the construction of new rural communities in promoting rural economic development is not encouraging.New rural communities’grassroots organizations democratic self-government and public service system need to be improved, the proportion of dissatisfaction is still quite high.New community’farmers demand higher education and more support and assistance on science, culture, education from government.New community building in rural sanitation has been an overall improvement, but community streets, public health, public facilities for management are not in place, resulting in the rural environment dirty and messy, to be of the overall strengthening in the future management. The fourth chapter concludes the major issues of construction of new rural communities on the base of the third chapter’survey, including: misunderstanding of the community, community and government relations and ural communities construction’systematic; land issues including the unreasonable use of land, difficult preparation and implementation of rural residential land, confusion of transactions in rural construction land a,disorder transfertion of land contract and management rights and other issues; new rural community’building lacks of funds; community organizations exists irrational structure,disperfect institutions, abnormal activity, and farmers have not strong sense to take part in community building and other issues.The last chapter basing on the hapter IV put forward reasonable suggestions to solve these problems, are:scientific planning and construction of new rural communities; the strengthening in land use and management; to increase investment in community building; improving the rural system of organization within the community and respect for farmers as the dominant of community building.
