| With the gradual establishment of socialist market economic system and the constantly deepening of reform and opening up, China has entered a "golden development period" and "period of prominent contradictions". Economic restructuring had led to a major adjustment of civil interest pattern, so the contradictions and conflicts which caused by the social transformation are definitely inevitable. Especially in recent years, various group events happened frequently in china, which with its size gradually expanded and its vehement manifestation, had made serious impact on social harmony and stability. In this regard, it is necessary to combine the modern scientific management theory and the actual conditions and to establish and improve the local management system of preventing and disposing group events, in order to reduce their harmfulness and to promote the sound and rapid economic growth.Hengyang City’s group events have been taken as the research object in this paper. Firstly, it introduced the social background and the significance of preventing and disposing group events in China, defined the concept of group events which was studied in this paper. It clearly indicated that the group events were defendable and controllable. It was trying to find a systemic countermeasure from law of its generation and development, particularly the social conflict "safety valve" theory, the four phases in life cycle of crisis management and the game theory were introduced to the system construction of the prevention and disposal of group events, to use scientific theories to guide practice. Secondly, by reviewing the development course of prevention and disposal of Hengyang City’s group events, and facing the confusion and mistakes that the city authorities made in the response to the group incidents, it had made a systematic analysis of local petitions, mass events and other relevant data, and objectively analyzed the typical example. And then some problems were found, including the weak institution of solving conflict and dispute, the unestablishment of institution of social stability and risk assessment, the frequent dispatch of police force and the leaders’"ashamed to see", the formalistic and meaningless concluding and training, etc. Finally it summed up the reasons of those problems from the work style of cadres management, coordination and evaluation, postmortem and other aspects. At last, started from introducing the successful experience of domestic and foreign prevention and disposal of mass incidents, combining with the practical situation of Hengyang City, it indicated some realistic countermeasure as the reference, such as to resolutely implement the people-the-source preventive measures, to boost the establishment of the institution of social contradiction and dispute solving and risk assessment, to strengthen logistical support system of grass-roots organizations and to firmly grasp the spot initiative of disposing group incidents, to comprehensively improve the spot controlling force of disposing group incidents, to flexibly use the spot strategies and tactics of disposing group incidents, and so on.This paper mainly started from the perspective of grassroots government managers, as request of the scientific development concept and building a socialist harmonious society, and with the ultimate objective of ensuring the social overall stability, it had firmly grasped the practical situation of preventing and disposing group events of Hengyang City. It focused on effectively preventing and disposing group events in terms of their source as well as handling the actual situation of mass incidents, and formed comprehensive countermeasure, which was different from some domestic scholars who simply concerned about the on-site disposal or was limited by reasons. In addition, the proposed measures could be both the the grassroots level cadres’tutorial manual of processing group events, and the reference to primary government’s relevant regulatory documents, as they paid attention to usability. |
