Research On Emergency Disposal And Prevention Of The Rural Group Incidents Such As Dongsheng Town, Zhongshan City Guangdong Province

In recent years,along with the promotion of our country’s economic and political system,the original social structure was broken in the rapid social transition.Different kinds of interests relationship are perplexing,the new coordinating mechanism is still defective. Social conflicts highlight,bring out some mass incidents.In some rural area,things seem even worse,which our goverment should pay more attention to.The author thought,the mass incidents in rural area is the result of social reform, with more attention and effective measures,they can be weaken,reduced,or even solved. Study the case and find the solution can help us to keep stabilize and harmony.At the same time,we can keep calmly,take effective measures and solve the problem once facing the potential incidents, nip it in the bud rather than dare or escape.At present,some experts had do some research and raise some benefit suggestions and methods.This paper borrowed some of them,and choose "Zhongshan Dongsheng Yilong11.12mass incidenf" as a sample to analyse.By empirical analysis,find out the reason and effective measures. And puts forward effective prevention and reduction of specific strategies of group events. Mainly include:basic administrative behavior, reshape the grass-roots organization authority; establish the benign interactive relationship, constructing perfect interest expression mechanism; establishing social early warning mechanism, to promote the normalization of crisis management; the innovation of social management mechanism, promoting rural social harmonious governance; develop economy, reasonable distribution of coordination mechanisms; to establish and perfect the incentive mechanism, strengthen the rural base Layer organization construction; play the publicity and grass-roots cultural strength, stable and harmonious rural society:Improve the ability to respond to the media, grasp the correct guidance of public opinion and so on eight aspects. The author believes that, as long as we can start from the effective management of the government at the grassroots level, from many aspects considered, mobilize the positive factors in society all can mobilize, to take measures, the research on preventive measures, properly solve the problem, we will be able to resolve the rural group incidents, the rural social stability and harmony.
