Analysis On The Present Situation And Countermeasures Of Internet Illegal Fund-raising Group Events

With the rapid growth of Internet Finance,illegal fund-raising on the Internet is also showing a trend of high incidence.Mass incidents caused by irreparable economic losses have not been uncommon in recent years.This not only seriously violates the vital interests of the public,but also endangers the public and social stability,showcasing a clear trend of spreading and expanding the security risks from the financial sector to the social security sector.It is a public management issue that urgently needs to be properly looked at and resolved to properly handle the mass incidents caused by the illegal fund-raising crime,minimize its negative impact,ensure the safety of people’s property,promote social harmony and stability,establish a government-led multi-sectoral public security crisis management system,and prevent mass incidents caused by illegal Internet fund-raising crimes in advance.The research on mass incidents caused by illegal Internet fundraising helps provide an analytical perspective for the theoretical analysis of the mechanism of such incidents,intellectual support for the prevention of such incidents,and a theoretical basis for how to deal with such incidents in public management.Because of the high incidence of illegal fund-raising on the Internet,it brings about the high incidence of mass incidents caused by illegal fund-raising on the Internet.According to incomplete statistics,from 2012 to 2019,the total amount of group incidents involving illegal fund-raising on the Internet showed an overall increase,the number of participants increased,and the brewing stage of concealment is strong,prevention is difficult;Personnel diversity and complex motivation;spread through the Internet,rapid fermentation;the amount involved is huge,difficult to recover stolen goods;In addition,some local governments have limited handling capacity,the relevant legal system is not perfect,and the complex mentality of the participants makes the government departments have some shortcomings and difficulties in the process of preventing and dealing with such mass incidents.Based on the theory of public administration,this paper follows the principle of "system governance,legal governance,comprehensive management and source management ",which is put forward by the Fourth Plenary Session of the 19th CPC Central Committee,From the bottom of the social perspective,the observation and analysis of such events,based on the role of the government and the main body of the event to reveal the evolution of the subject’s psychology.In view of the Internet mass events with rapid gathering,online and offline linkage and wide,social influence,the Internet illegal fund-raising disposal of mass events can not be accomplished overnight,but by the government,the relevant administrative departments,to strengthen the supervision of Internet financial industry,improve corresponding laws and regulations,improve the early warning mechanism,formulate work measures to early prevention,relying on grid linkage mechanism,form disposal force,decisive disposal in accordance with the law.After the event subsided,we will continue to do a good job in the recovery and recovery,starting from the perspective of victims,support them to safeguard their legitimate rights and carry out timely psychological guidance.
