Community culture is the foundation of urban culture, but also a community building a higher level goal. At present, China’s cultural development between different communities of the scale, the level varies, community cultural development and community residents compared to the growing cultural needs of the many problems still exist. Community culture is a key factor in community harmony, community cultural development only to meet the requirements of residents and the community, a healthy and stable development. In this paper, the construction of social capital in the process of community cultural trends in the light of Putnam’s social capital theory is divided into three forms of social capital-trust, norms and networks, every form of social capital in turn is divided into different type: integration of trust into the trust, cooperation, trust and the trust deed; recognized norms and standards into compliance with specifications; network is divided into formal networks and informal networks. The use of case studies, semi-structured interviews,observation research methods,community cultural development in different stages and in the context of several different types of social capital to do a comparative analysis and trend analysis, draw conclusions:Community Culture the early stages of construction, based on trust and co-integration relationship-oriented trust and identify with norms, to form an informal network; community cultural development in the mature stage, are more involved in community management organization will shift from informal groups to contract trust, cooperation, trust-driven relationships, the use of stable internal structure of the compliance specification formal groups. Finally, for the formation of residents, community organizations, cultural and community management of benign and cooperative relations between the measures and recommendations provided.
