The Blue Shandong Peninsula Economic Zone Building The Core Area Of The Legislation To Protect

With the development of research on ocean and strengthened location advantageof economic development of coastal areas,‘Blue Economy’ with the ocean as thetheme has been the core development strategy of coastal countries all over the world.State Council ratified Development Plan of Shandong Peninsula Blue Economic Zoneas (2011) Num.1on Jan.4th,2011. It is not only the first national developmentstrategy of first year of Twelfth Five-year Plan, but also the first regionaldevelopment strategy with ‘Blue Economy’ as the theme. It means that theconstruction of Shandong Peninsula Blue Economic Zone has been brought intonational strategy. At present, legal system construction of Shandong Peninsula BlueEconomic Zone, especially the construction of core areas, is unbalanced and unequal,such as unbalance of Legislative authority, legislation level and The key legislationin various regions. The development of Blue Economic Zone is short of united andstrong legal safeguard. Based on analysis on legal system of core areas of ShandongPeninsula Blue Economic Zone and experience and lessons in domestic and overseas,this paper provides reasonable suggestions for legal coordination of core areas ofShandong Peninsula Blue Economic Zone.Based on introduction of research backgrounds and the review of domesticresearch on legal coordination of core areas of Shandong Peninsula Blue EconomicZone, chapter1presents the research methods and brief introduction of basicconceptions.In chapter2, this paper demonstrates the decision-making process of ShandongPeninsula Blue Economic Zone, put forward the importance of legal coordination ofcore areas of Shandong Peninsula Blue Economic Zone on regional legislativesafeguard and resolution of present legal conflict, illustrates the difficulties on regional legislative coordination based on the introduction of current legislativesystem in China and Shandong Peninsula Blue Economic Zone.In chapter3, this paper introduces the experience and lessons on regionallegislative coordination in domestic and overseas. In foreign part, interstate compactsin U.S. are the main research samples. In domestic part, Pearl River Delta and threeprovinces in northeast China are taken as the research samples.In last chapter, based on previous analysis on legal system of core areas ofShandong Peninsula Blue Economic Zone and experience of construction of regionallegal system and legislation in domestic and overseas, with the government by law,equality and mutual benefits as the principles, this paper adjusts measures to localconditions and provides reasonable suggestions for legal coordination of core areas ofShandong Peninsula Blue Economic Zone, the beneficial experience for legalcoordination and legal system construction among the core areas of economic zoneand sound legal safeguard for realization of national strategy ‘Blue Economy’ andcoordinated development of core economic zone.
