China has become an ageing country since1999.The2011demographic censusindicates that there are about177.6million citizens above60which is equivalent to13.26%of the total population. The urban aged public service is one of the mostimportant issues to governments in the public management. The experiences andliteratures in the western world provide us with the foundation of theory and practice.Simultaneously, the ideology of polycentric governance has shaped the state ofmulti-supply channels. All of these actions can be used for our own breakthrough. Theinsufficient supply of public services, to some degree, result from the continuoustransformations of economic regime and state enterprises because this responsibilitywas unloaded from the government. Above all, whether the real world necessity or theinnovation requirements, the new model of public services for old people is required.The article is mainly focusing on the polycentric governance system of the urbanaged public service. The City of Qingdao is the sample city for its typicalcharacteristics of ageing. After taking into consideration of our current situations andsome models of the developed countries, my proposal is that we can build up apolycentric supply system which requires the participants from government,communities, social enterprise, and volunteers. The primary discussions hereby areaimed at the empirical and practical researches which based upon the analysis of thesystem. First of all, the article tries to describe the Public Goods, New PublicManagement, and Polycentric Governance, and then points out the purpose ofintroducing innovations to the aged public service. Second, the City of Qingdao wasselected as its prominent characteristics of ageing and the aged public service in orderto analyze the problems and features of other cities. Besides, there are four countriesselected for analysis their specific and common experiences in terms of business,community, insurance, and public policies. Finally, the article recommends apolycentric system that combined government, community, social enterprise, andvolunteer. Various analyses are given to these four centers of urban public services forold people.It is meaningful to build up Polycentric Supply Model, integrate public resources,enhance public supply efficiency, and fulfill government responsibilities. Onlypolycentric supply can solve this problem.
