A Study On The County Public Service Polycentric Supply Mode

Since the reform and opening up, China’s comprehensive national strength and people’s living standards have improved significantly. However, compared with the rapid progress of economic development, the social construction of our country is relatively lagging behind. At present our country’s public service supply capacity is insufficient. There is still a large gap distance from the people’s growing demand. The lack of public service, structural imbalance, regional imbalance, the imbalance between urban and rural areas, seriously affected the social fairness and stability. In our country, the government at the county level is the basic unit government who supply public service, and the strength of the county’s public service capacity determines the effect of the public services supply. So improving public service system should focus on strengthening the county’s public services. Therefore, discussing the problem of county public service supply mode has strong theoretical value and practical significance. Based on the current situation of public service supply level, supply subject, and operating mechanism in Inner Mongolia, the county public service supply mode was deeply discussed. The paper integrated uses normative analysis and empirical analysis method, exploring polycentric supply model proposed county public services.Apart from the introduction, the main part of this paper includes five parts.The first chapter studies the theoretical basis. This part illustrates the theoretical basis of the polycentric governance theory, analyzes application of the polycentric governance theory in the study of public service supply mode, and preliminary designs the county public service polycentric supply mode.The second chapter is research design and data collection. This part introduces the design of the survey and data collection, and puts forward the research hypothesis.The third chapter is data statistics and analysis. This part is based on the empirical investigation of three counties (flag) of Inner Mongolia, using the SPSS software to analyze the sample data. This part mainly analyses the distribution of the sample and the reliability and validity of the questionnaire. Then the paper uses descriptive statistics and regression analysis to analyses the present situation of the level of the county public service supply, the main supply capacity and supply mechanism and the relationship between the variables.The fourth chapter discusses the results and research policy recommendations. Based on the statistical results, combining with the polycentric governance theory, this part put forward the construction strategy of county public service polycentric supply mode from two aspects, which is to build polycentric public service body, to improve the supply mechanism of polycentric public services.The fifth chapter is summary and prospect. This part summarizes the research achievements, analysis the shortage, and discusses future research directionsThe innovation of this paper lies in the following three aspects. First, the innovation of research perspective. In this paper, the polycentric governance model is introduced to the county public service supply in our country, striving to find new mode of China’s public service supply. This kind of research perspective has certain innovation in the domestic academic circles. Second, the innovation of research methods. With the foundation of polycentric governance theory and the combination of normative analysis and empirical analysis, this paper analysis the public service supply problem of three counties (flag) of Inner Mongolia, especially pay attention to use the questionnaire survey data for quantitative analysis. This kind of research method is rare in the domestic public administration academia. Third, the innovation of countermeasures and suggestions. Based on the construction of the county public service polycentric supply mode, this paper scientifically analysis the role of main supply body, and put forward the suggestions to optimize the polycentric supply mechanism. The efforts are bright and innovative, and they have great application value.
