Since the ancient times, China is a large agricultural country. As for famers, land not only plays a role in production, but more importantly, it is the basement of farmers’life. With the gradual elimination of urban-rural dual structure, more and more farmers are losing their land which is for survival. However, due to facts that the reform system of land requisition in China is not perfect, the resettlement of land-loss farmers is not in place in the process of land requisition, the re-employment capacity of land-loss farmers can’t be promoted, the social security systems are not yet implemented, directly leading to the land-loss farmers become a vulnerable group without land, work and social security. Nowadays, the increasing number of landless farmers are getting more and more attention form the society.How to compensate and settle the land-loss farmers is also an issue which gets much attention form the society. It is not only concerns with the short-term survival problem of land-loss farmers, but also related to their long-term development problem. What’s more, it is about the fairness problem which can promote the social harmony. To make sure the rights of land-loss farmers be potected completely has become a focus of the"three-dimensional rural issues"This article through the research of compensation methods for land-loss farmers in different countries, especially analyzing the compensation standards and methods in developed countries such as the United States, Germany, Japan and South Korea, it carried out the conclusion that the compensation methods for land-loss farmers should be diversified. It means that the methods are not just limited to purely monetary compensation, but also can include real compensation, work placement compensation, housing resettlement compensation, social security compensation, etc. As for compensation standard, it can’t low-down the origional living level of land-loss farmers. For the amount of monetary compensation, it should be guided by the market price of land to make sure the farmers won’t lose their interests in the process of land requisition.Secondly, this article expounds the well-received compensation methods for land-loss farmers in our country generally. Then, it analyzes these methods’ effects and shortcomings in actual compensation process in detail, for example, monetary compensation method, real compensation method, work placement compensation method, housing resettlement compensation method, social security compensation placement method.Thirdly, this article analyzes the causes of land-loss farmers in Enshi City of Hubei Province, such as infrastructure construction, industrial park construction, the construction of the residential district, and the geological disasters, etc. The compensation method and standard for different causes is different. In order to analyze the difference between them, the author investigated some of the land-loss farmers in Enshi City of Hubei Province, carring out their satisfaction level and feedback about different compensation methods.Lastly, this article uses the methods of compensation for land-loss fanners as theoretical basis, learning the advanced experience at home and abroad, to promote suggestions for the compensition problems in Enshi City of Hubei Province. Through the investigation and analysis of the compensation received by the farmers in Enshi city of Hubei Province, using our country’s general ideas as reference, this article promotes a series of specific recommendations and measures about the compensation methods for land-loss farmers in Enshi city of Hubei Province. For example, the combination of all kinds of compensation mode, fair and reasonable compensation standards, perfect social security system for land-loss farmers specifically, etc.
