In the meantime, the land requisition system is of hystereticcharacteristics and the land compensation fees are unreasonable, basicendowment insurance system is not complete, the resettlement of land-lostfarmers is a narrow path, employment security system is not perfect, and themedical insurance system has many problems, without the land,the job，money and social security, the land-lost live between the urban and the ruralareas in the disadvantaged groups. Although the huge social vulnerable groupshave already caused party and government high attention, under thebackground of building a harmonious socialist society, how to solve thelandless farmers’ problems also have become the domestic academic researchhot spot and the key work of relevant government departments.According to the development level of our country economy, farmers’characteristic, domestic and foreign urbanization and industrializationsolutions in the process of landless farmers problems of the existing way andthe method of urbanization are combined, industrialization strategy in theprocess of land-lost farmers to gradually perfect social security system tosolve the trouble problem, such as the basic life, the provide for the aged andthe medical treatment. Firstly the paper through researching the literatureexpounds the landless farmers problems of domestic and foreign researchpresent situation, for the further research of the paper provides reference;Secondly, from the farmers’ income level, the land requisition, thecompensation system and so on, the basic social security system is inadequateand the defects in the government responsibility and social security systemabout farmers’ problems. Again, through the analysis of the responsibility ofthe government and the role of government to solve problems, lost land peasants positioning is of the important meaning; Finally, according tointernational experience, this paper puts forward to the government toestablish and perfect social security system land-lost farmers landless farmersand maintain the legitimate rights and interests of the feasibility measures.
