The Disabled Physical Environment Protection Policy Guidance And Development Countermeasures

Disability is an inherent problem of human society. It’s a kind of socialcost in the process of human evolution, social progress and development of humancivilization. As the presence of physical defects, persons with disabilities have morespecial demands of the physical environment and more depend on it. Therefore,promoting accessibility construction of the physical environment could provide thesafety and convenience of hardware for people with disabilities to help them to get outof the house and integrate into society, which is the premise and basis for persons withdisabilities to participate in social life. However, the implementation of accessibility isnot just a specific construction practice. All related activities contain a securityconcept which is to accept the people with disabilities equally, to serve the needs ofdisabled people, and to help them to realize social participation. On this concept, thisarticle proposes the establishment of the security system of physical environment forthe persons with disabilities, which has significance to protect the basic survival,achieve the goal of social integration and improve the social security system for them.This article regards the security system of physical environment for the personswith disabilities as the subject investigated, makes comprehensive use of documentaryresearch, interdisciplinary research, qualitative and quantitative study and otherresearch methods, defines the concept and its position at the very beginning. In viewof affirming achievements, it has an empirical analysis from the perspective of needsof disabled people, the relationship between supply and demand and satisfactionperspective, and finds that there are still so many problems in China, such as theinsufficient attention of subject, the imperfection of institution building, the lack ofmanagement, the low awareness of people with disabilities. On this basis, the policyorientation of the security system of physical environment for the disabled in Chinashould emphasize empowerment, underline establishing the multi-agentburden-sharing mechanism, and attach importance to establish a public concept.Under these guidelines, this article offers a proposal of selecting the appropriate paths,which is that, firstly the government must guarantee the policy, funding andmanagement, secondly the society provides support of the organization, technologyand talent, thirdly pay more attention to the propaganda and cultivation of concept.
