The urban environmental carrying flexibility has get some sort of recovery, but the environmental situation is still grim, and the environmental carrying capacity pressures continue to increase. National "Twelfth Five-Year Plan" stressed the need to "promote the urbanization actively and steadily, perfect the layout and form of urbanization, improve the quality and level of urbanization continuously, continue to strengthen the infrastructure construction, and further reinforce the foundation of economic and social development. Building the low-carbon economy, and enhancing the overall carrying capacity of cities and towns". Improving the urban environment, and enhancing the urban environmental carrying capacity become the core issues of the urban government environmental governance.
