Study On Government Cooperative Mechanisms Of Enhancing The Comprehensive Carrying Capacity Of Urban Agglomeration

In recent years,the problems that waste of resources,degration of ecological environment,repeated construction and free riding ect.have arisen during the development of urban agglomeration in China.The carrying bodies such as resource,ecological environment and infrastructure et al of urban agglomeration have been overloaded and the comprehensive carrying capacity of urban agglomeration has been threatened.Therefore,how to enhance the comprehensive carrying capacity of urban agglomeration is an important issue to be focused urgently.To enhance the comprehensive carrying capacity of urban agglomeration can't be achieved only by high-level government or individual urbans,it relys on the joint efforts of all urbans in urban agglomeration.Local government cooperation is an effective approach.In order to promote and ensure government cooperation to be successfully carried on,the scientific and reasonable government cooperative mechanisms must be established.The paper introduced the conception of comprehensive carrying capacity of urban agglomeration,explained the conception and symbol of enhancing the comprehensive carrying capacity of urban agglomeration,then,based on mechanism design theory,set enhancing the comprehensive carrying capacity of urban agglomeration as the objective and local governments in urban agglomeration as the palyers.According to the three standards that "efficient allocation of resource,efficient use of information,incentive compatible" of mechanism design,designed the government cooperative mechanisms of enhancing comprehensive carrying capacity of urban agglomeration.After the detailed mechanisms design,a theoretical analytic model of government cooperation to enhance the comprehensive carrying capacity of urban agglomeration was established.Some suggestions and an analytical framework were provided.The paper contained the following five chapters.Chapter one is the introduction,it analysed the present study of the issue at home and abroad,set forth the theoretical and actual significance,content,methods and innovation of the study.Chapter two is the related conceptions and theories,it introduced the conceptions of urban agglomeration,carrying capacity,comprehensive carrying capacity of urban agglomeration etc.and the principle of game theory,social choice theory and mechanism design theory.Chapter three is the government cooperative mechanisms design of enhancing the comprehensive carrying capacity of urban agglomeration.Based on the mechanism design theory,set enhancing the comprehensive carrying capacity of urban agglomeration as the objective and local governments in urban agglomeration as the palyers.According to the three standards of mechanisms design,the government cooperative mechanisms of enhancing the comprehensive carrying capacity of urban agglomeration were designed,they contained operation mechanisms and ensure mechanisms. Chapter four is the theoretical analytic model of government cooperation to enhance the comprehensive carrying capacity of urban agglomeration,based on the detailed mechanisms design in chapter three,a theoretical analytic model of government cooperation to enhance the comprehensive carrying capacity of urban agglomeration was established.Then,the model was explained in detail,sevral aspects that should be noticed when using the model were pointed out.Chapter three and chapter four are the emphasis of the paper.Chapter five is the ending,it summarized the conclusion of the paper,indicated the shortage of the study and defined the study orientation in the future.
