| Rural tourism originated in Europe,and gradually became popular after China’s reform and opening up.In recent years,under the strategic guidance of rural revitalization,rural tourism,as an important driving force for rural construction,has played an important role in promoting the development of rural production,ecological optimization,and wealthy life.This thesis takes the rural tourism environmental carrying capacity as the starting point,and combines the empirical research results to draw the status quo and problems of government functions in the development of rural tourism,and makes reasonable suggestions for the optimization of government functions.In the theoretical part,through literature review,this thesis defines important concepts such as rural tourism,tourism environmental carrying capacity,and government functions,and selects the index system of rural tourism environmental carrying capacity as a framework for designing questionnaires.Carrying capacity and social environmental carrying capacity explore the role of the government in functioning.As a result,it will provide scientific and feasible suggestions for future rural tourism planning and government function positioning,and enrich relevant theories in this field.In the empirical part,410 questionnaires were distributed to residents in Chongqing,and 397 questionnaires were successfully recovered,including 66 questionnaires for rural tourism practitioners,283 questionnaires for rural tourists and 48 invalid questionnaires.Based on the collected data and the status quo of government functions,using government failure theory,new public service theory and sustainable development tourism theory for analysis,it is concluded that the government has poor planning and implementation,lack of macro-control,insufficient public services and weak management innovation.According to the research results,this thesis gives suggestions on the optimization of government functions for the development of rural tourism from three aspects: optimizing the rural resource environment,consolidating the foundation of the economic environment and strengthening the construction of the social environment. |
