With the development of the economic and the democratization,the socialorganizations develop fast in various fields and play an important role in the pattern ofthe social governance. The theory is always advancing with the times, the studying onsocial organization ought to become a hot topic of public management scholars.Throughout recent decades, the scholars both at home and abroad put more attentionto the macro level of the social organization, and pay little attention to regional socialorganization. Under the effects of urbanization, the community life of the residents isincreasingly growing and the community affairs are becoming more complex,to solvethe questions the urban community social organizations play an important role.In essence, the rise of the social organization of urban communities is theinevitable trend of social development. Therefore, nowadays the development of thenecessary social organization of urban communities. First of all, the socialorganization of the development of urban communities is an inevitable requirement ofbuilding a service-oriented government. Secondly, the development of urbancommunities and social organizations is an important way to optimize the governancestructure of urban communities. Furthermore, the development of urban communitiesand social organizations fostering the growth of civil society, the inevitablechoice.Under the influence of the urban community building, the urban communitysocial organizations of Shinan District develop fast, and play an important part inthe urban community building.To some extent, Shinan Government did a lot in thedevelopment of the urban community social organizations and no doubt providedvaluable experience for the development of Chinese urban community socialorganizations.However, besides Shinan District, the development of Chinese urbancommunity social organizations are still facing a number of bottlenecks. To overcomethe development bottlenecks,we should solve the difficulties from five dimensions –the law, the public policies, the government departments,the citizens, and the urbancommunity social organizations themselves.Combined with the actual urban community social organizations development ofShinan District of Qingdao, the goal of this paper is to do some valuable research onthe development path of the urban social organization.This article is divided into fivechapters, the first chapter mainly differentiate the basic coneepts.. The second chapteris to explain that the development of urban community social organizations is goodfor the construction of service-oriented government, optimizing the pattern of urbancommunity governance, and the growing of the civil society. The third chapter mainlyintroduces some experiences in the development of the urban community socialorganizations in Shinan District of Qingdao,and focuses on the actions taked by thegovernment of Shinan District and Qingdao in the development of urban communitysocial organizations. The fourth chapters sums up the bottlenecks in the developmentof China’s social community organizations.In the last chapter, on the summaries ofbottlenecks in the development of China’s social community organizations, along withthe related theory and practical experiences, from legal policy dimension,governmentdimension,the citizens, community social organization itself dimension,the paperdescribes the development path of the urban community social organizations.
