Study Of Urban Community Public Service Of NGO Participation Path

In recent years, the number of NGO in China is gradually increasing community involvement in public service and attention to the environment has also been improved, but due to various problems of urban community public service supply mechanism is not perfect, and NGO presence in its own building, resulting in the current NGO participation in the urban community public service is still at a low level. Therefore, this paper involved in the path of urban community public service Non-governmental organizations for the study, the first to define the relevant core concepts and put forward the theory of basic research; secondly, analyzes the necessity and feasibility of the Non-governmental Organization participate in offer public services in urban communities, on the one hand, the analysis of the main problems existing public services in urban communities, to explore the reasons for these problems, according to the analyzing, NGO should become an important force in China’s urban community public services; on the other hand, from NGO nature, theoretical support, practice-related policies and regulations as well as around the country to explore the perspective of government organizations demonstrate the feasibility of NGO participation in the urban community public service; once again analyze the advantages and limitations of three non-governmental organizations involved in urban community service model, which are government-led model of Singapore, a non-governmental organization of the United States led and an active mode market-based model in Japan.Based on the above analysis above, this paper should be to build a cooperative governance relations between governmental and non-governmental organizations as a precondition, NGO community paid to provide public services, community residents to participate in non-governmental organizations to provide community public service, NGO and public enterprises to provide community services for the way, non-governmental organizations to provide legal protection,further enhance the capacity of NGO services for the protection of these three areas to regulate the path of non-governmental organizations to participate in community public service.
