The grand goal to establish a new socialist countryside was put forward at the Fifth Plenum of16th Central Committee of the Communist Party with specific requirements of "development of production, well-off life, clean appearance of village, democratic administration". Establishment of a new socialist countryside has been taken as a social engineering and carried out widely and deeply from place to place at the call and under the strong support of the Central Committee. However, many places has encountered some difficulties in the process of building a new countryside, on the one hand, these difficulties resulted in barriers for new rural construction, while on the other hand, they formed an anti-driving effect on the existing village governance structure so that it calls for adjustment and reform of village governance structure.Currently, the governance structure of "countryside politics and village governance" in China was formed in the1980s, belonging to one-way governance structure with top-down model. In recent years, due to continuous changes of rural society and economy, the traditional governance structure of "countryside politics and village governance" has been unable to meet the demands for rural social development under the new situation, which must be adjusted, supplemented and reformed. If this problem can not be resolved reasonably and effectively, it will not only affect smooth progress for construction of a new socialist countryside, but also affect the long-term stability of the country, therefore, we must pay more importance to this problem.As a basic unit for peasants’production and living, village belongs to a primary social group, strengthening and improving governance of rural social problems will not only be beneficial to stability and tranquility of rural society, but also play an important role in promoting harmonious development of society. According to relevant statistics, there are692,000village committees in our country, of which about10%village committees work slackly and could not carry out effective governance. In addition, the system design for rural management of many rural offices also exist many problems, such as the current administrative system, the financial transfer payment system and the performance appraisal system has obviously lagged behind demands for development in the real world so that the reform and adjustment of village governance structure has become a common consensus.This thesis conducts a deeply analysis on China’s village governance structure through comprehensive usage of relevant theories such as cost-benefit theory, game theory, social conflict theory and structural functionalism theory based on the modern governance theory. On the one hand, the thesis review and reorganize the historical evolution and governance types of China’s village governance, on the other hand, it analyzes and summarizes the problems existing in China’s village governance and their root causes. At the same time, the thesis makes an introduce to successful domestic and international experience in village governance, based on which it summarizes the inspiration to reform China’s village governance structure, and puts forward some specific recommendations and measures for improvement China’s village governance structure, expecting to provide a reference for the reform of China’s village governance structure to a certain extent and to promote the movement for construction of China’s new socialist countryside.
