The Managing Governance:A Practice Of Village Governance

As the favorable policies lean towards rural areas and the marketing concept enters the rural areas,the local governments based on the internal resource endowment of villages,guide villagers to develop non-agricultural industries.Local governments have changed their governance modes with the orientation of economic interests,and the village society has formed an operational governance situation with the goal of improving performance.Such a situation is seldom expressed in the government,but it is fully practiced in the place.Taking county as the study area and village as the analysis unit,the article uses"process-event" analytical method to analysis that how does a local government-led management-governance take place,how it works and why it persists.From the perspective of village power structure and governance rules,this paper analyzes the village pattern before and after the operation of the village form.This paper summarizes the main characteristics of the management-village under the leadership of local government,and then it analyzes the administrative management logic of the administrative areas that dominate this mode of governance.In the process of managing the village,local governments adopt marketing ideas in their village operations.Local government cultivates the independent management ability of the village,develops the non-agricultural industry and absorbs the participation of the pluralistic subjects.It forms the concept of the governance village oriented by the interests.The practice of this concept shows:the operation of the village has a positive effect on the supply of public goods,the transformation of the village industry,the pluralism of the main body of the village and the maintenance of public order,but the effective operation of the village does not represent the favorable operation of the village.With the help of external resources,the management of the government has a greater dependence on the government decision-making network.This situation has created the inborn deficiency of this kind of village's governance.The local government negative intervenes in the middle and late stage of the operation.There is a lack of sustainable development in the village,and the management mode of management is in the development dilemma of"Temporary prosperity".Of course,modern village governance is not only a practical problem,but also a theoretical issue.The introduction of village management into village governance has become a hot topic in political and academic circles.This kind of village mode is rich in practice,and is destined to face more theoretical and practical aspects of examination and thinking in the future.
