The Study On The Problem Of The Effective Flow Of College Students Village Official

The plan of college students village official is a significant policy in which is enforced by the Government to satisfy the needs of talented person in the construction of our new rural areas and release current severe employment pressure. Many Basic Level Governments and rural areas have great changes since this policy was carried out. However, there also have a lot of difficulties in the implementation process, and the outlet of college students village official has become a bottleneck which restricted this policy’s long-term and orderly development. In recent years, a lot of interrelated policies which encourage the college graduates to serve the village have been issued by Central and Local Governments lead to a "village official trend" among the college graduates. With more and more attention was paid to college students village officials, how to figure out the problem of this group’s reemployment is becoming the focus of heat. This paper aims at further discuss of this problem and to supply relative reference for the solving of this problem. There are five parts in this paper.Part1Introduction:Mainly introduces the question formulation, the background、the purpose and the meaning of this research and literature review.Part2Uses Human Resources theory and Reserve Cadres Training theory to analyze the importance of the effective flow of college students village official.Part3Synthesizes and analyzes the relevant data of the current flow situation of college students village official throughout our country, including both the reemployment of the past college students village official and the policies made by government at all levels which can motivate this group’s effective flow.Part4Analysis on the inefficient flow of college students village official. Based on the advices of all circles, explains the reasons from three sides:the policy implementation、college students village official themselves and the society. Part5Suggestions:with the foundation of analysis on the reasons for the problem, this part has a discussion on how to promote the flow of this group. For Government:should adjust and consummate policies, intensify efforts on monitoring、guide college students village official to do the career planning; For college students village officical:cultivate reasonable career expectation, steady ability and firm professional faith; For society:organizations at different levels should do their parts to assist the group’s effective flow.
