Hiring the college graduates to work in the countryside is a Talent Projectimplemented by state, which is of strategic significance from a strategic height and overallperspective. With the promoting of new rural construction and the sustainable developmentof college students "village official" plan,which call for the further development of therural grassroots human resources,therefore,the thesis is to explore the college students"village official"who as a rural grassroots important human resource.The study is from theperspective of human resource management and based on the main modules of humanresource development and management, using the "hundreds of college students villageofficial" of Anhui Agricultural University as a research opportunities to analyze theproblems in the implementation process of current college student"village official"plan inAnhui Province, and using the related theory of human resources development andmanagement as the breakthrough point to put forward the corresponding countermeasure.First of all,the study conducted a literature review related research about collegestudents "village official" plan in the domestic,which laid a good theoretical basis forspecific research. Second, Through the analyzing empirical investigation of collegestudents village official to get relevant information about current status ofwork.Thirdly,this article deeply analysed the problems in the implementation process ofcollege student"village official"plan,such as hiring,training and using, performanceappraisal and salary incentive, flow and exit problem etc. which pointed out that there areserious problems exist in the hiring of college student village official,for example,pertinence of hiring is not strong, lacking of effective demand plan, ignored the workability and job motivation in the hiring process etc.In terms of training and using,somedisadvantages such as follows:insufficient awareness of training importance, trainingsystem is not sound and secretary job tendency; In terms of performance appraisal andsalary incentive, the following problems exist,for example,evaluation purpose is unclear,evaluation method is not reasonable, lacking of performance communication and feedback,salary system is unreasonable, lacking of normal wage growth mechanism etc.In terms offlow and exit, there is a lack of awareness of career development planning and thedeficiency of the policies about the way of expiration. Finally,the author proposed toimprove the hiring mechanism to select the talents who adapt to the ruraldevelopment;innovating training mechanism and strengthening the using mechanism;perfecting the performance appraisal system and building the salary incentive mechanism; to do the management and service work of village official career development andplanning,perfecting the flowing policy,etc.Which in order to make the college students"village official" plan a long-term development.
