The Research On The Local Government Crisis Management Policy With The Social Transformation

With the opening and reforming policy,Chinese society has come to the period of transformation.Features of this period,it means economic development which shows bright prospects,but also shows variety of social conflict.Recently,there is an increasing number of the mass sudden events which caused environmental problem,so,focus on the event in April10in DONGYANG for example,analying carefully what’s the reason of this event and providing the suggstion with Crisis Management of Local Government. It is of much practical significance to research about the period of social transformation.Chapter one is introduction, it gives a draft summary of the whole article. At the beginning of the chapter one, I introduce the research background and research significance of this article, putting the emphasis to instruct how to adopt measure to change the crisis to chances. Based on recent years occurring mass sudden environmental events, how to deal with crises through countermeasure system in order to embody the crisis management capability,last,it is reasearch methods.About the innovation of this paper,it is the challenge for local government crisis management,if response properly,this means the opportunities for local government management changed, In addition, this paper also explains the future direction.In chapter two.which is based on four theories to lay the groundwork of the article,including public interest,social conflict,policy of value and public administration,which Aim at explaining the role of the local government in dealing with crisis and the dealings of corresponding countermeasures to turn the crisis into an opportunities for the necessity and importance. By anatomy of relative theories,blendind with the view of this paper,it makes the whole research framework based on solid theoretical foundation.In chapter three,by giving the case about the conflict caused enviromental pollution,reviewing the origin,process and result,which analyed the present situation and kinds of problems combined the policy of local government.In chapter four,comparing with the relative research of overseas,for local government, which can improve the ability to handle the environmental problem.In the last chapter,it is the most important part to the whole article,which should give many directions to attent to environmental problems caused the conflict.First of all,to establish "people-oriented" ruling values. Thinking always lead the local government crisis management actions,the countermeasures with public interest and public service had decided the behavior of the local government,which should revolve around the "people-oriented" this core ruling values.Secondly,show the specific discusstion on local government environmental management countermeasures. Crisis management on prevention, as far as this paper is concerned, It is timely treatment due to environmental issues of social contradictions and conflicts, fundamentally prevent mass sudden event caused environmental pollution produced, the key that focus on the environmental management. Therefore, this paper introduce some policy in detail,for examle,the economic accounting standard of environmental administration,the ascension of environmental risk consciousness, how to change the way about the environmental management system which could improve the environmental management mechanism and how to make the environmental management more perfect.Finally, illustrates the local government crisis management countermeasures, it is the indispensable key link for local government crisis management to strengthen the communication cooperation with mass media.In a word, aimd at strengthening the crisis management of local government and improving the countermeasures of local government environmental management,which is not only handle the contradictions and conflicts,triggered from the source of preventing mass sudden event produced by environmentbut also has an important significance in changing of the local government environmental function.It means taking the solid step.
