A Analysis On The Evolution Process Of Environmental Group Event In The Perspective Of Government’s Response

In recent years, along with the continuous deepening of social transformation and economic development, the people are sharesthe prosperity brought by economic development, but also bared the environmental pollution caused by the way of only GDP growth oriented.and. Environmental activists around the country to make the main event of sudden interest demands toward high-fat, multiple trend of development, such mass incidents seriously threat to the existing social order and social stability. Therefore, How to effectively manage environmental group events, is a urgent problem to be solved of the current government.In practice, environmental disputes deteriorate into the environment mass incidents, largely due to weak respond of the local government, So, how to respond effectively to prevent environmental group events occurred that article. In this paper, take Ningbo PX incident for example, use the process-an event method for the entire process, through the analysis of the Government’s improper passively response and influence, pointed out the necessityfrom passive response to active response.Through the study of environmental group events taking Ningbo PX event as a case, this paper draws the following conclusions:first, lack of government response is the main reason of environmental group events. In the course of a passive response of local government, the government does not disclose the information, direct projects behavior, so that the public’s right to know and express was infringed, the government was lost in credibility dilemma, the continuously negative interaction between the government and the people eventually led to the environmental group events. Second, the government needs to shift from passive response to active response, which can break through the current plight of public trust. On the one hand, the active response to the government transition from "decided for the people" to "interactive decision", safeguard the people’s democratic rights, on the other hand, active response conducive to conflict resolution, promote the benign interaction between the government and the public. Third, the government actively respond to environmental governance of group events has its limits. The government should beware "hypocritical active response", in order to ensure the government output based on public opinion. Fourth, in addition to adhere to the active response, the government also needs to protect both security and adequate public participation. An environmental group events is the result of many factors, is only active in response to government is not enough, also need to focus on the security and adequate public participation etc.
