Since the founding of People’s Republic of china, the government has made cut on the government staff. But because of the old system, it was always trapped in the circle of "cut-expanding-recut-reexpanding". Today, the regulatory environment of the government has been changed, the ever-increasing costs of administration become a major problem to our government. It is the government agencies that the government management system can run normally, and the functions of the government can be implemented rely on the government staffing. The increase of the perhead costs and the awful personnel arrangement hinder the pace of constructing a conservation-oriented government to our country.The administrative regions in our country are different, so the situations for every country are complex relatively. So we have to study the government staffing targetedly. As one of the local governments in China, Sichuan province is a developing, multinational region, and in straitened financial circumstances. How to define reasonable local government scale has becomes an more important part of local government reform than other regions in China. This thesis take the Longquanyi District, Chengdu county, Sichuan province for example, analysis overstaffing statistics and statue quo, and try to find the deep root rest in it by studying theories of staff quota management and examples of Longquanyi district staffing.This essay is divided into five parts. The first part works on the high administrative costs and the overstaffing problem, proposes the overall research meaning, research aim, research method and the structure of this essay. The second part works on the conclusion and generalization of theories on staff quota management. The third part reviewed the history of the staff quota management and summed up China’s reform experience, to learning the success and failure. The fourth part analysis the staff management situation of the Longquanyi District, and then makes an overall understanding of the overstaffing problem in Longquanyi District, and finds the features of this problem. The fifth part analysis the current problem of the government staffing in Longquanyi District on the basic of the fourth part,exploring the inadequate factors of the staff quo management. Finally bring up the corresponding measures to solve all the problem, then sum up the unified management principles and methods to make the staff quo management standardization.
