China's immigration management and operation mechanism is a part of the police operation mechanism, and the offshore personnel management is an integral part of the State administration and also a specialized business of the public security in China. Under the background of deeper pace of the development of the west, the new situation of reform and opening up and China's accession to the WTO, the number of the offshore staffs who live, do business and tour in Shanghai have been increasing. So is the proportion of foreign police, correspondingly. The management of the offshore staff grows increasingly heavy and severe, and exposed many shortcomings and deficiencies in the performance: the mechanisms of effective disposal of the foreign-related cases and the overall safety and prevention have not yet been fully formed, the only functioning mechanism is not in place, the intensity of the localization of management of offshore staff is not enough, foreign-related laws and regulations and the technical means are not perfect or even backward.This paper is based on the current status of the management of offshore staff, face the challenges and seize the urgent need to improve several aspects of the work. Positive thinking of the Shanghai Exit-Entry Administration is also included, trying to find some sound measures of immigration management. Faced with the large number of foreigners and foreign organizations, we have to implement the measures of offshore personnel management to the grass-roots level and give full play to the police station to have the overall effect of public security management and effective management control that solve the problem. So the key of the management is to play the advantages of grassroots police stations and carry out the localization of management.For the practical difficulties in the management encountered, as well as the requirements of international-level management, the principle of transparency and improvement of the quality of their business, the foreign level of law enforcement of the public security organs need to be raised, and international police cooperation have to be strengthened without delay. More importantly, the concept of community management must be fully and effectively implemented.We note that the improvement on public security related laws and regulations is an essential part, too. Serious study focused on the new situation after accession of WTO is needed. According to the WTO principles and the relevant international practice, we must catch up the time to formulate foreign-related laws and regulations to fill the gaps in public security legislation. Particularly in the areas of finance, trade, transnational crime areas, even the area of foreign tourism market, the blind spots of law enforcement appear.
